Windows 10 problem

I can't open Settings and everytime i open personalize it says ms-settingsersonalization:background

This file does not have a program associated with it for performing this action.Please install a program or, if one is already installed, create an association in the default programs control panel.

I already tried using "RUN" and oppening bluetooth etc to acces the settings but it didn't

I almost tried all the things in google/yotuube
the sfc/scannow it says "windows resource protection foudn corrupt files but was
unable to fix some of them. deatils are included in the CBS.LOG windir\logs\cbs\cbs.log. for example C:\windows\logs\cbs.log. note that logging is currently not supported in offline servicing scenarios"

Also i tried using the Shell something like that

This thread has two proposed solutions: one that I suggested and the second that the user discovered. You can try both of them one by one, and depending on the type of problem and hardware configuration, any of the solutions should resolve the issue.

I already tried all the tutorials and anythign even that tho , but for now its okay i found the solution on the microfosoft about downlloading a software and it fix everything , Now my problem is its asking to activate Windows fml , anyway gonna select this best answer good day
