Question Windows 10 red screen flicker

Currently in facing a problem with windows 10
When I sign into Windows there is slight red flicker every time

You might want to uninstall your GPU drivers and manually reinstall the latest drivers found of your GPU manufacturer's support site.

Are you on a laptop or a desktop? That TCO '03 sticker indicates that system is very old...

its a desktop
and yeah monitor is old

could it be that monitor is the main issue idk.
also i tried installing latest drivers and my games started crashing giving error
radeon wattman settings restored so i reverted back to recommended one and again i have the same issue but with different color

GPU is RX480
