so I just got windows 10 a few days ago and I've got a problem right off the bat.
I have an 'upstar' flat or lcd screen tv connected to my computer threw hdmi - (never had any problem besides it re-arranging my desktop sometimes)

the problem now, is that I cant see halph the screen when on full resolution!!! 1920 x 1080 is full res - and when I put it down to 1776 x 1000, then SOME programs and web pages fit in the screen, but it's realy weird and halph of all the games and program I have aren't adjustable, SO I CAN'T USE MOST OF MY COMPUTER!!!

1080p50 - catalyst support --->>> format to display manager. - says it can hurt the tv if I change this. so I wont touch it.
AMD Athlon 2 220 processors. amd Radeon HD 6450 --- which I updated yesterday and no new updates today.

you mean where I can change the screen resolution? I can use ether catalyst support by AMD --- or --- the regular windows control panel -> appearance and personalization -> display -> screen resolution.

and again - my problem is when it's at 1920 x 1080, things (including the resolution changer screen) fall out of the screen like they are too big.

Use your tv settings and select auto adjust or manually adjust it using your tv settings
