Windows 10 setting problem

So everytime I try to open my settings for anything, a message will pop up saying "This app can't be opened" and right below that it says "There is a problem with settings try refreshing your PC". Right next to that is a clickable text that says Refresh. After I click that it gives me a tab asking if I wan't to keep my files or remove everything, as if it was reseting my pc. But every time I hit cancel the tab disapears and I try to go back to settings but the problem just happens again. Then when I click on either reset button it stops midway and says something along the lines of "This PC had a problem reseting, restoring PC." This happens everytime when I try to open the setting for Windows 10.

Obviously OS of your PC is seriously damaged.
Backup and reinstall.
