Windows 10 slow/not working after trying to install new ram

I got 16gig rams to add on to my 8gig. After a power surge (without turning the computer back on) I tried to install the 16gigs. After turning on the computer I got the infinite restore for Windows 10, one of the errors saying wins32fullk.sys I think. I figured maybe because I didn't turn the computer back on after the power surge something might have happened.

So I removed the 16gigs and was able to get to the desktop but the windows 10 taskbar and all the applications are slow or not working. There is no internet connection and I cant load just about anything. I am in the middle of a SFC/scannow going very slowly.

In short, things are taking forever to load, I think windows had some sort of error after trying to upgrade the RAM through a power surge.
