Windows 10 Snap not working properly

Hi, I've been looking for a solution for this for a few days now, and I still haven't heard a single person mention this problem. I have Windows 10, and I use the Snap feature very often. However, I went on vacation for about a week, and now, when I'm dragging a window from one monitor to the top of the other so it would fill the screen, It doesn't actually fill the screen, instead it creates a white bar at the top. It's fairly easy to get rid of, all I have to do is click and drag it down, and then drag it to the top of the screen again. But after a few weeks, it's gotten pretty annoying. This only happens when I move the window from one monitor to another, and it happens on both monitors. Does anyone know what could be the cause of this and how I could stop it from happening?

My specs:
CPU: Intel Core i5 7400
GPU: MSI GTX 1050 TI 4GB
RAM: 16 GB
 
Can you show us a screen shot of the white bar so I have something to work with? Upload to an image sharing web site (like imgur) and share a link here

check in windows update history and see if you got any in that time.

updated GPU drivers?

Also, I tried to look for a driver update for my GPU. There was an update, however, it didn't fix anything.
 
So its that thin white line at the top is a window? is that the bottom of a page showing or a title bar? Is opera fully maximised there? I guess it can't be if the white windows is showing above it What app is it the windows are for? Any or specific?

Try doing a clean boot, I don't know if it will help but it might show us if a startup program is causing this to happen - careful to read instructions and make sure NOT to close any Microsoft services or win 10 won't load right

So I tried to do a clean boot, and the problem persists, so I don't think it's a startup application. I can't really think of any way to explain the white bar further, so I recorded a gif:

Looking into this forum post, I found out it was definitely a problem with Windows 10. And through testing of my own, I found that it was with any program that doesn't use the default Windows 10 title bar. As of now, there doesn't seem to be a fix with it, unless the program has a setting to use a native window. Other than that, I guess I'll just have to wait.
