windows 10 start icons not mowing

so on my windows 10 i can't resizer or move the icons they just stay there. i shoved a red circle with a red stripe in it and it doesnt do anything.
any ideas?

You can't drag normal shortcuts there, they must be in the start menu first before you can drag. Try right clicking on your shortcut and selecting "pin to start" instead
