[SOLVED] Windows 10 start menu tiles stutter while dragging

Current OS version 20H2 (realized this issue since version 1909)
Nvidia driver version 496.49 (tested lots of older drivers 46x, 47x and 48x)

CPU: i5 2500 (facing this problem on a i3 2100 too)
GPU: GTX 750ti
RAM: 2x4Gb DDR3
and system is on an SSD drive

all it does is removes items from startup, doesn't delete anything.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

In safe mode minimal option tiles were moving smoother despite the drivers were disabled So I tested clean boot disabled all non microsoft services + start ups and IT DIDNT WORK maybe because I disabled some microsoft services. however Im gonna discover whats wrong and tell it here
