Windows 10 Stuck on "Shutting Down" Screen

Last night, I attempted to shutdown my Windows 10 computer, and I left the room, however, I think it didn't shutdown completely. So, when I realized I didn't turn off the computer, I didn't think much of it. I pressed the spacebar, and I'm assuming it was hanging around on the shutdown screen and I pressed "Restart: or something, but now, for the first time I may add, it has been stuck on the "Shutting Down" screen with the spinning dots in form of a circle. I've tried the power button on the case, but to no avail. I am worried if it is safe to turn off my computer either by the switch to the power supply on the back or just unplugging it, please help?

I just unplugged it, and now it's off.
