Windows 10, "unable to create temporary files" when installing programs

When I attempt to install anything, an error is thrown that states that the installer was unable to create the necessary temporary files required to complete the installation. I have tried checking my account permissions, emptying the temp folder, checking that my disk has enough space, but the error keeps occurring.

Try the following:
1. Run installer as administrator (if it runs as user)
2. Disable your antivirus
3. If you made any changes to UAC recently, undo it
