Windows 10 unable to read from cd drive

Unable to read from cd drive window 10 system, had hardware failure and had to replace mobo and cpu and re-license win 10 and now I can no longer access my cd drives.

these are sata cd drives, I have swapped cables, uninstalled drivers and hardware.

Yes windows got installed and both CD devices are accessible outside of windows.

Does that mean a linux disk/usb, another physical machine?

No, standalone winpe or Linux CD boots fine on system its just windows 10 that has the problem.
