Windows 10 Version wrong [SOLVED]

I had to do a fresh install of Windows 10 booting from USB.
In Settings, About Device, it says I have Version 1803. When I go to Microsoft Store and try to install Snip & Sketch, I can't, it is saying I have Version 17134.376.
My PC says I have 1803 so what's the problem here?
There are no Updates available, I have the latest.

Snip & Sketch needs 1803..the Store says I have 17134.376 and won't let me install it.

It says 17687.0 or higher.
I've sorted it out by re-registering again for Windows Insider Program and installed updates and now Snip & Sketch works.
I have OS build 17763.107

I had snip & sketch installed and used it before I had to reinstall windows..and now it won't let me because of the 17134.376 build..Microsoft Store isn't recognizing 1803
Why would this happen now?
How do I fix it?

I think I know what's going on.

You are version 1803 -- 17134.376
johnbl is on ver 1809 -- 17763.55

It's my guess that Microsoft updated the app to only work on 1809. That was before they pulled the 1809 update due to it being buggy. Therefore the current version of the app requires 1809 which hasn't technically been released yet.

Note the minimum requirements on the screen shot I took:

My fully update 1803 is build 17134.376 also.

So you probably had an older version of the app on your 1803. But now they've updated it and it only works on 1809.

That might solve what has happened, but not how to fix it. I guess you can wait for 1809 to be re-released and then download the app and use it. Or you might be able to find an older version of the app (one that is compatible with 1803) but I'd be careful about that and only download it it's from the Microsoft site.

I just re-registered for the Windows Insider Program and installed updates and now Snip & sketch works.
It's now showing I have;
Version 1809
OS Build 17736.107

Thanks for everyones input..
I now know what happened.
I installed the October Update the day it came out and after reinstalling Windows 10 I couldn't get the October Update back as it was pulled.
