Windows 10 vs Windows 7 - Why can one do it now but the other can not?

Just so you know, the computer in question has both Windows 10 and Windows 7 installed. It is able to successfully boot to either OS and has been set up using UEFI installations, so the bootup select is all nice. However, due to several problems with WIndows 10 (Prior Encryption, VPN security, etc. not being stable) at the moment, Windows 7 needs to be fully operational for the time being. Of course, here come the two little nuances that are driving me nuts.

Windows 7, for some reason, is unable to see the charts on Fidelity, for example: https://eresearch.fidelity.com/eresearch/evaluate/snapshot.jhtml?symbols=MET , while in Windows 10 we can see the charts easily. I can even see the charts on my own computer which is using Windows 7. I tried Internet Explorer, Chrome, and Mozilla Firefox and all the results are the same - an endless spinning wheel trying to load the chart. So why is Windows 10 able to load this up but not Windows 7? I tried installing Java again (in each browser, chrome refused), but all that got me was pop up malware (featuring yahoo?) from the Java installer.

The second oddity is that Windows 7 will not download PDFs from websites like Wellsfargo and American Express (PDF Statements). At this point, I am suspecting there is some security issue or setting involved.

Additional Details: I have installed BitDefender on both Windows 10 and Windows 7. I checked the security settings and they appear to be identical from last time I checked. The Windows 7 is Enterprise while the Windows 10 is Pro.

The version of Windows 7 I run is Ultimate and I too have BitDefender.

Any knowledge about why one OS works while the other doesn't for something as simple as downloading PDF's and viewer charts would be greatly appreciated.

This is a work computer that encrypts sensitive banking and medical data. I found out that Cisco VPN Client was causing it to BSOD in Windows 10, which is regularly used to login. It needs Cisco VPN client to work along with its disk encryption. Whether BitDefender was a contributor in that I do not know, but the computer needs a reliable antivirus that is not Microsoft's default one.
