Windows 10 won't boot BOOTMGR IS MISSING , BOOTREC /FIXBOOT access denied

Guys, help me out on this. I think the problem started since I disabled Cortana with changing "her" folder's name. Since then, except the fact I lost search options in start, sometimes my pc stucks on Asrock logo boot screen with a circle loading under it and cannot boot Windows (I only assume it is from Cortana, because I haven't made any other changes since then). Until now, startup repair under advanced options worked for me each time I could'n load Windows and the system booted fine. But now, I have got a message that startup repair cannot repair what it needs to repair. I have read somewhere to try to fix in cmd the boot with bootrec commands fixboot and rebuild*** but access is denied. I tried to boot Windows 10 with installation usb flash, but got a message bootmgr is missing. Any advices?
Update: I was able to boot in Windows 10 installation usb flash drive. What now? Try some sort of repair?
 


I would still use my Windows 7, but since my new rig and motherboard compatability starting from Windows 10, that is not an option for me. I will read more about this live disk, but menawhile I am still searching for a way without reinstalling, and try to make it work using cmd commands (actually reinstalling is the last pillar to hold on to).
 


In this type of situation, Win 10 is no different than 8.1/8/7....

Too many attempted workarounds from an initial failed disabling of "something", results in a borked up system.
It was just as easy to screw up Win 7 as it is Win 10...if you do it completely wrong.

Hm, I got an idea. What if I remove the SSD, then plug it in my external 2.5 hdd slot with usb 3.0 in my laptop, then read it, open System32 and replace the boot file with a working one?
 


You are very likely to makes another level of 'worse'.
 


I could try to re-enable Cortana by undoing the steps I did form here https://superuser.com/questions/949569/can-i-completely-disable-cortana-on-windows-10 , section 52:
Open Task Manager and have it show More details. Right click on Cortana and select Open file location.

Now find the Cortana folder, right click it, and select Rename. I would recommend just adding ".bak" to the end of the folder name so you can find it easily if you want to restore it back to it's original status.

If you attempt to rename, it will tell you that the folder is in use.

Folder In Use

This is when you want to go back to Task Manager, right click on Cortana, and select End task.

End task

Right after the task ends, switch back to the Folder In Use window and click Try Again. The folder should be renamed and the Cortana task will not start again.
 

I opened my SSD with the help of the external 2.5" hdd case. I see that I have multiple EFI Folders

I:\Windows\Boot\DVD - there are two folers here EFI and PCAT, inside of each one there is BCD file 16kb with a few other files

I:\Windows\Boot\EFI - with a lof of language folders and files, but missing BCD file

I:\Windows\Boot\PCAT - with a lof of language folders and files, but missing BCD file

I:\EFI - this EFI folder is freestanding in the main directory and was created on 20.05.2018, probably when I created a second boot option with one of the commands used; containing two folders: Boot and Microsoft ; In Microsoft there are Boot and Recovery. Inside the Boot there are lagnuage folders and BCD file, and in the Recovery - only one BCD file
