Question Windows 10's 'Scan & Fix' Keeps Deleting All My Files, & I Can't Turn It Off!

I went into msconfig, then services, then turned off 'Shell Hardware Detection' and followed the prompt to restart my system, but Windows 10 continues to detect my external drives and give me the 'Scan and Fix' option in the bottom right. I have clicked on it twice, the first time on purpose, and the second as an accident. Both times it has deleted a great deal of files which I have had to pay for a program to recover. I want this GONE, and no possible way of Windows deleting my dang files again. Any suggestions? I can't seem to find any others than the first one I listed.

unplug the external drive?
try scanning the external drive for hardware failure?

What's the format type used on the external drive? Might not be OK for an external drive eg old OS still on it.
