I was doing an in-place upgrade from Win 10 to Win 11 and it failed and reported 'undoing changes'.
When I went back to the Settings-Windows Update screen, it reported the 0x8007000d error.
I de-installed Nvidia Control Panel and Nvidia Experience and the upgrade installed without problem.
A search on this error listed various potential fixes but a few users reported this simple step and it worked for me - FWIW.
After completion, I re-installed the Nvidia items and all is well.
