Question Windows 11 Desktop PC won’t sleep but fans stay on - - hard reset needed ?

I have a new desktop PC I built exclusively for gaming and just recently it’s developed some issue where it will not go to “sleep” fully, probably a 90% failure whether it’s by command or inactivity. The screen goes black like it’s shutting down but the fans and RGBs keep running. You can leave it for 3 hours and it will just keep running the fans and lights. I have to hold the power button down to shut it down completely. When I power it back up, the lights and fan click on and then off quickly before fully booting back up again - and then boot into the BIOS.

Powering on and off normally is no problem.

I’ve read similar issues where maybe it could be the power supply but curious if anyone has advice on if there is a way I can confirm that? Maybe there is some diagnostic test I’m not aware of? I’m at a loss so any advice is appreciated. Thanks!

My build from March 2024:

MBD: ASUS ROG Strix Z790E WiFi II
CPU: I7-13700k (not OCd)
GPU: Gigabyte 4070 Ti Super (not OCd)
RAM: 32GB DDR5 7200
Cooler: NZXT Kraken 360 Elite
SSD: 2TB Samsung 990 Pro
Case: Lain Li Lancool 206 TG ATX
PSU: Corsair Shift RM 1000x

New theory: I have a new set of sim racing pedals that pull power from the MB over USB regardless if the PC is on or off, so I’m thinking that could be causing an issue. Going to be doing some tests to update this post in case anyone else runs into something similar. If that’s the case I’ll be picking up a powered USB hub.
