I'm deeply grateful to everyone on this forum! Doubly grateful to those who were kind enough to reply!

This issue is resolved! But, the problem is, unfortunately, ongoing.

I spent 90 minutes on Dell support going over this issue.

Turns out, it's a known issue with the 30 series nVidia cards (mine's 3080).
If one wants to hook up a 4k TV, you should use one of the 3x display port(s) and not the the HDMI.
(My problem is my older 4k TV has only HDMI inputs.)

I am getting a picture from my 3080 GPU only by plugging into a 1080p (and wating to get a picture/boot) and then disconnecting the cable and reconnecting the HDMI to the 4K.

The 30 series graphics card, it turns out, will not allow you to restart and get a👎 (inferior) picture from HDMI. When connected to a 4k display the HDMI will not output on the 3080, only the display ports output.

Long story story. I can't fix it. Dell said nVidia might patch this in the future, and I have to wait.

Thank you again to everyone here.

Thanks so much.

Windows 11 not detecting new TV

Here is my problem: (Yeah, it takes 4 steps to explain it. It's odd.)

1) I can turn on my desktop, connected to my 1080p TV, and get a picture.

2) I can turn on my laptop, connected to my 4k TV, and get a picture.

3) I can drag my 1080p TV out next to my 4k TV and my desktop. And then start Windows 11 while the desktop is connected to the 1080p. After logging into Windows 11, I can disconnect the HDMI from the back of the 1080p TV and plug it into the back of the 4k TV.
I DO get a picture (from the desktop).

((( The TV tells me the picture is 2160p/pcm when I hit "info" on the remote.
The PC tells me that resolution is 4k x 2k, 3840 x 2160 (native) under Nvidia Control Panel.
Also, the PC tells me that the "display resolution" is 3840 x 2160 (Recommended) under Settings > System > Display. )))

#4, and most important) I connect my desktop PC to my 4k TV and I get a blank screen. I cannot change anything. And, I must hard reset. And then, I must drag my 1080p TV back out to repeat a maddening process.

Under Settings > Bluetooth & Devices > Devices
I have listed:
Inputs:
2 wireless controllers
1 USB receiver
Audio:
[LG] webOS TV UH6030
(^ it's the TV I want cable-connected)
42LV4400 (NVIDIA High Definition Audio)
Wireless displays & docks:
[LG] webOS TV UH6030
(^ it's the TV I want cable-connected)
Other Devices:
Generic Monitor (42LV4400)
(My old TV)

My 3 different HDMI cables have been tested and all provide a picture.
My Windows 11 on the desktop is completely updated.
My Windows 10 (from Windows 8) on the laptop is completely updated.
My Nvidia graphics drivers are completed updated (on all devices).

I think it might be that the TV and computer can connect wirelessly, but I need a screen to complete this process. I simply want the wired connection to take precedent.

Ideally, I would like a way to remove [LG] from wireless displays and docks. And simultaneously install [LG] to Other devices. I hope to keep this as a wired connection. (But, I have to login with a passcode and it's difficult to do without a screen.)

Thanks for any help in advance this is drivin' me totally bonkers.

Is there a way to enable resolution scanning on startup?
Why does my laptop work on both TVs? Is it because it cannot connect wirelessly to the 4k?

Can I do anything with my blank display? I mean other than holding my PC power button down, which I really hate to do.?.

Run "ipconfig /all" without quote via the Command Prompt on the host PC. Likewise for the laptop.

The reason for doing so is to verify that only one network adapter - either wired or wireless is enabled.

Not two network adapters of any sort being enabled at the same time on either the PC or the laptop.

Im reminded of one of my favorite apps for doing remote desktoping from my phone, it's called TeamViewer. After you install it on your PC and phone, make sure to create a account (basic accounts are free), login in on both devices, but more importantly in settings on the PC app, make sure to enable the settings that allow for approval less connections, otherwise the PC will open a prompt that needs to be selected everytime to allow or deny. I've got around blackscreen display issues through using this more than once.

Ran an ipconfig /all on the desktop.
Got:

Ethernet adapter Ethernet - Media disconnected

Wireless LAN 1 - Media disconnected

Wireless LAN 2 - Media disconnected

Wireless LAN Wi-Fi - Connected shows internet connection data

Ethernet Adapter Bluetooth Connections - Media disconnected

So, yeah the hdmi is connected and bluetooth is enabled. Is bluetooth the screen cast, screen share culprit? Or, am I way off?

So, when I restart my desktop PC on my 4k, it tries to connect wired and bluetooth? Is that the idea here?

Odd, the only time I get a blank screen is when I restart, or cold start, to the 4k display and only from the desktop, (which is supposed to be better for 4k).?.

Thanks for your reply.

Thanks for lettin' me know.

Post the results of "ipconfig /all". You should be able to copy and paste the results without needing to retype everything.

This:

"the only time I get a blank screen is when I restart, or cold start,"

Possible heat related problem. Cools down and some connectivity is lost. Once warmed up something expands and restores connectivity. Do I understand that correctly?

Late thought - going back a bit....

". (But, I have to login with a passcode and it's difficult to do without a screen.)"

When you are able to see the screen and make configuration changes are you sure that you are saving the changes via some "Ok", "Save", "Yes", or some other acknowledgement?

Once saved the changes should remain intact. Then those changes should be in effect the next the LG is turned on.

Hmm, it's not heat. It is just the first time I start it after turning it off.

Yeah, I can see the screen now. I'm using it currently. The problem is if I turn the PC off or restart it. I will get a blank screen on my 4k.
To fix it, I need to hook up the 1080p. Turn on the PC and login. Then, disconnect the 1080p and use that HDMI to connect to my 4k. Then, I will actually get a picture, I'm using it now, from the method I just decribed.
Although I can see the TV now, if I restart or turn off the PC. I will get a blank screen here on the TV that I'm currently using.

Lots of strangeness there....

However, there are still a number of things you can do to continue troubleshooting.

Three immediate tools available: Task Manager, Resource Monitor, and Process Explorer (Microsoft, free).

https://learn.microsoft.com/en-us/sysinternals/downloads/process-explorer

Use all three tools but only one tool at a time.

Objective being to discover some difference between "blank screen" and "getting a picture". May take a bit of trial and error to get both a sense of applying the tool and understanding the results.

Perhaps, just as a loose example: When getting a picture there may be some process running that is not present when the screen is blank. Or vice versa.

There is no rush per se. Just take your time and look. Pay attention to the column headers. Columns can be sorted.

And to delve further: check Task Scheduler. There may be some trigger in place regarding the behavior.

Plus another late thought: try using "dism" and "sfc /scannow". Either one or both may fix some issue due to file corruption.

"Wireless LAN Wi-Fi - Connected shows internet connection data"

"ipconfig /all" results? Since wireless is involved "ipconfig /all" may prove a clue.

However, if the TVs are not using wireless via a network IP address then "ipconfig /all" is likely moot.

If that's the issue, then trying one of these might work, IUKUS 8K Displayport to HDMI Cable 2.1, 8K DP to HDMI Audio Cable Male to Male Unidirectional Display to HDMI Port Adapter Cord for Dell, Projector, Monitor, Desktop, NVIDIA, AMD, HP,Lenovo (1.8M/6FT) https://a.co/d/7uO8umg

It's a DisplayPort 1.4 to HDMI 2.1 adapter. I've used adapters like this before on my old gtx 780ti because the DP 1.2 on that card could carry more bandwidth than the hdmi 1.4a port it had. So I got a DisplayPort 1.2 to Hdmi 2.0 adapter which allowed me to increase chroma subsampling output for a cleaner picture.

After combing through dozens of those adapters for like a half hour, it looks like the one I linked has the highest capabilities. Some don't support or work right with things like g-sync or don't support VRR, and etc.
