In Windows 98 there is a command called "msconfig" that allows you to stop programs from starting when the computer boots (ie. Real Player, ICQ, etc.). Is there a similar command in Windows 2000? If not, how do you "turn off" these programs from starting?

Not really. First go into your services and shut down everything you don't need and that will improve ur speed greatly.
Then goto www.zdnet.com and do a search for start up cop.
is a little non intrusive program. that works better i think than msconfig did for 98.
If you can't find it let me know and ill search it out for you.
