windows 7 can not connect to internet

Having search I can not find the fix any help is appreciated.
Dell window7 home op system
I ran malware bites, and house calls, found 2000+ issues, pulled the hard drive plugged it into different machine ran malware with a updated data base again found no issues ran Microsoft scanner found no issues.
I noticed that the DNS settings were set to an static address changed them back to find auto
replaced the Host files, not sure that matters with windows 7
ran two different winsoc fixes
network and sharing center says I am connected to the internet but when you open any brouser ie or crome can not connect.

Ping test to google, sent 4 received 4 lost =0

IE setting for LAN are set to Auto
I have tried the system at home and at work, two different connections same error can not connect to internet
There are no errors in the network cards, it has wireless and hard wire cards, and I can not remove the adapters it will not let me delete them to reload and start over. even tried in save mode.

I can see this computer on the network list with other computers in a workgroup domain

Any suggestions? or any other info you need? Thanks in advance.

That's an odd address for the DNS server.

Try a couple things:
ipconfig /flushdns
ipconfig /release
ipconfig /renew

Then, if the issues continue try to set them back to static DNS using Google's public DNS: 8.8.8.8 and 8.8.4.4

also, make sure there are no VPN setting configured in internet options, same goes for proxy settings
