Windows 7 Computer Stuck at Startup

Hi, basically everytime I try to start my computer, it goes to the bios screen (where you can press f10,f11,etc for different options), then to a black screen with a flashing underscore where it gets stuck. If I restart it, the same thing happens, also when I try to press any of the f10,f11,etc options, it seems the computer does not recognize my keyboard input. I have a prebuilt HP Desktop computer. Any help is appreciated. Thank You.

Try resetting bios, try switching usb ports for mouse and/or keyboard
