Windows 7 freezes when selecting .jpg file

When I select or open a .jpg file the program I try to open the file with freezes and can't be shut down with the task manager.
I tried to open the file with windows photo visualizer, tried to defragment it with piriform's defraggler, tried to select it singularly, tried to select it using ctrl+shift including other .jpgs, tried to delete the .jpg using software like paint.net or photoshop (open file, right click to delete)... nothing works. The software keeps freezing, eventually the whole system freezes and I have to hard reset my laptop.
I just want to delete that file, is there any way to do it?

I have Windows 7 Home Premium 64 bit SP1
My laptop has Intel Core i7-2630QM CPU @ 2.00Ghz, 4,0 GB RAM

I know that, I tried deleting the file via software because the simple way doesn't work.
 


I personally haven't ran into this issue, but I'll try to help where I can!

So you have a .jpg file problem. From what you were saying, it can be a few things.
1. There could be a corrupted file somewhere causing the freezes when you attempt to open .jpg images. *I'd check in the programs used to open the images or run CCleaner for registry errors*
2. To me, this sounds like a Virus attacking you when you open that certain type of file. I've seen viruses that cause any type of firewall/malware removal tool to freeze when you open it and then freeze your computer. I would definitely download Malwarebytes from http://www.malwarebytes.org/ and run a full scan, not a quick, to see if you may be a victim of a virus.
3. An error that I have never seen before.
