Windows 7 Infinite Reboot Loop

After a recent thunderstorm my old Windows XP machine would not boot, it would get to the Windows splash screen and restart itself. The usual safe mode, last known good configuration, etc options would appear and the process would repeat itstelf.

I found a good deal on a refurbished Windows 7 machine only to find myself in the exact same situation with it. I turn it on and it will not boot up, it gets to the splash screen and again it restarts itself.

I've tried all different peripherals, monitor, mouse & keyboard to no avail. The fact that two vastly different machines are giving me the same problem has me stumped. Any solutions or ideas as to what would cause this would be greatly appreciated.
 
It probably is a Trojan virus which makes the booting command repeat itself you have one choice to create a bootable drive and install a new windows.

For further explanation please give me notice.
 


My refurbished machine did not come with a Windows disk, is there another way to get to the Startup Repair process?
 
Will have to call the company the machine was bought from though as the Product Key they gave me came up as "invalid" when I tried to download the Windows 7 ISO.

I was able to create a System Repair disc from the laptop I am currently using. I tried booting from it and it started positively, it came up Loading Windows files then I got a Blue Screen of Death with the following message:

A problem has been detected and Windows has been shut down to prevent damage to your computer.

The driver is mismanaging system PTES.

If this is the first time you've seen this stop error screen, restart your computer. If this screen appears again, follow these steps:

Check to make sure any new hardware or software is properly installed. If this is a new installation, ask your hardware or software manufacturer for any Windows updates you might need.

If problems continue, disable or remove any newly installed hardware or software. Disable BIOS memory options such as caching or shadowing. If you need to use Safe Mode to remove or disable components, restart your computer, press F8 to select Advanced Startup Options, and then select Safe Mode.

Any ideas about causes, solutions, or what I should ask the people about when I talk to them?
 
The only USB devices are the keyboard and the mouse. Also, no video cards, using onboard video. I've also tried all different peripherals including monitor and had no luck. Any idea what the BSOD message means?
