windows 7 not booting past startup screen occasionally

My laptop has recently been having problems. The strange thing is when I get to windows it's fine but obviously sometimes I have to restart my comp especially since it's a fresh install...just got drivers etc. It's an msi gs70 2pe with an 870m gpu. It had recent problems because prior to this installation my raid array was degraded and windows wasn't really installed correctly but I seemed to fix that with a fresh install and I undid the raid so it's now 3 separate hdd. I had my laptop checked by ncix and hardware they said was fine and so u took it home and did this install. Everything was working great but now it just hangs booting up, no error msg just a persistent loading with no end in sight. It used to let me go into safe mode but that doesn't work sometimes as well...I tried uninstalling both gpu drivers in safe mode and it worked once and not the other time. System repair has not caught anything wrong. Like I said it works sometimes but it's very annoying. Can anyone help?

Recently as i was just about to fall asleep but it did load up surprisingly...it was about 8 or 10 mins at that windows starting screen....I wonder why it used to be so fast....

Now it's having problems opening up executable files so I did the common registry trick and restarted it but it's been "shutting down for 10 mins already"
