Windows 7 not crashing but minimizes & maximises slowly

Ok, I don't know if this is the correct section. I'm new to this. There are other threads with similar problems however my PC does not crash like the others, everything moves in slow motion . what happens is windows appearing in slow mo i.e frame by frame like, people in games moving in slow mo, jump list appearing in slow mo etc. Except the mouse or dragging windows and icons around those normal things work properly.

I cleaned out my fans and heatsink.


My system

Mainboard - Gigabyte 880gm-usb3
Cpu- AMD phenom ii X4 965 black edition - No Overclock.
Sapphire Radeon hd 6770- No overclock
PSU - Thermaltake TR2 600W
HDD -hitachi 320 gb


Any help is appreciated.

PS : Whenever this happens, the mainboard does not recognize my logitech f510 controller unless i pull out and plug it back in.

I would open up Task Manager and view what is using-up all of your system resources (RAM and CPU). Quite often, it is because of a corrupted virus scanner program (Norton, Mcaffee, etc) and and a re-install would fix that. Basically run Windows Task Manager and view and select "processes from all users".
 
Solution
When it first started happening around the end of october i re-installed windows thinking it was that. It worked well then started again. I cleaned it out thinking it was overheating, worked great for about a week the started again. I use Avast anti virus with comodo firewall.
 
I would like to confirm this problem, as i also get slow fading effect, and only at some startups. I am using Windows 7 x64.
I suspect it's avast's foult, as I'm also using avast as my antivirus program. But i have not tried reinstalling it yet, and there are no outstanding memory consuming programs running, I still have 4 GB of ram free.
