Windows 7 not installing via the usb drive (pre-used HDD)

Hi, I am trying to boot the windows 7 installer from a usb, it recognizes the usb drive and attempts to boot from it. The problem is that all it does is say "Windows is loading files" for about 10 seconds then attempts to start windows. I have tried converting the iso via rufus as UEFI, I have done this multiple times on different computers but none have this problem. The Hard Drive has been used before. Any help would be appreciated

I highly suggest you use the Microsoft usb utility tool to install windows from a usb, they give through instructions and it is quite easy using the usbdvd utility tool
