Windows 7 scroll bars automatically moving

I have not had this issue before. WHen I click on start in windows 7 if I drill down into a folder, I cannot select a program because the scroll bar on the right very quickly and rudely pushes down to the bottom of the list. When I attempt to drag the bar back up with my mouse, it immediately goes back to the bottom. Also, I have the same problem with windows explorer and any windows screen with a scrollbar. The uninstall program loads the programs and quickly scrolls to the bottom. There are also times with there is horizontal scroll bar and this shifts to the right quickly.

I have ran malewrebytes and kapersky. What is causing this to happen?

Ok.........the Kapersky scan is done. Over 2,500,000 files on 2 drives. The really rude scrolling is now gone. What a relief.. I don't know what it was but I did have Kapersky delete some stuff. Stupid that malwarebytes could not find the same.
this is getting ridiculous. i cannot press my shift key either. when i tried a couple seconds ago, my entire text i had typed into this box blew up and i was redirected to another page. i tried safe mode. the same thing happens there. the scroll bar moves immediately so i can't select any items at the top of the list. what is taking control over my computer should i do a system restore. i ran malwarebytes and kapersky quick scan. i will try the long scan now.
 
There are websites with a navigation bar on the left side with a scroll bar. I pushes the bar down so that I cannot select any option at the top. I also have this problem in numerous windows 7 screens as I mentioned. In control panel uninstall program does this every time. It is obvioulsy some kind of virus. (damn serious) Am I the first person on the planet to have this experience?
 
I just tried both. There is some DOB program on my machine causing this to heppen. I'm running Kapersky full scan on my machine. This will take hours and I don't even know if it will locate the problem.
