windows 7 slow startup after power cut

i have pc with spec:
core2duo E8400
gigabyte e43
4 GB
amd radeon 4670
640Gb+160Gb+40Gb Hard disks

h have 2 problems First :after power cut suddenly on pc it takes 15 minutes to start windows it take this time on 4 color screen and pc work normal after that -it does this every time open pc
i try chkdsk -sfc-reg repair

second problem someday when pc on sleep mood it wakes up on black screen from this point every time i open pc it gives black screen and it beep short beep then i press rest button it works fine

after a power cut usually windows autorun chkdsk so that's why it's slow. but to be sure. run it with the chkdsk /r or /f ooption. as for second question i think it has some thing to do with the hard drive. being not able to wake up after sleep mode either data cannot be retrive in the hard or a memory problem.
 
i wrote before that i already try chkdsk -pc slow every time after shutdown
second problem happens even i unplug hard drive so it is not the hard drives
