Windows 7 Ultimate stuck at welcome on login screen?

Everytime my PC boots up and gets to the login page it just hangs at the login page. It shows welcome with a wheel that spins perpetually but never shows the password field so I'm unable to enter it and login. Every few moments the password field will appear for a split second and then change back to welcome with the spinning wheel. I enter my password regardless and press enter or press some keys and press enter and then it'll show incorrect password and after I press OK I'm able to enter my password but if I don't press anything it'll just stay at welcome forever before I even enter my password. I also tried booting in safe mode and it's the same issue. Any resolution would be greatly appreciated.

Have you only just loaded it?

Is it a virgin legit copy of Windows?

Is it from disk or download?

You may have an issue with your user profile. This article tells how to create a new profile and remove the old one: http://windows.microsoft.com/en-us/windows/fix-corrupted-user-profile#1TC=windows-7

If the user profile is corrupt, when Windows tries to read it, it may be stuck in a loop.....
