Windows 7 upgrade license question

If I buy a OEM version of vista with a free upgrade to windows 7 will I be able to use the upgrade with a retail version of windows and have the "upgraded" version function as a full retail version?
Also is it possible to install windows 7 on a computer other than the one that contained the previous OS?

i think that the lowest os you can upgrade from is xp, which so far is still better for gaming unless you have a REALLY nice system with like 6gb of ram and quad core
