Windows 7 Upgrade??

So I have ordered new parts for a pc and need an OS for it. I can get the Windows 7 64 bit Professional UPGRADE for $60, but it needs another OS for it to work properly. Then I came across a guide how to do a clean install of it without a problem. I'm just wondering if this actually works and can save me $140.

Make sure that upgrade isn't Win7 Home Premium to Win7 Professional.
That sounds about the right price for that upgrade.
