Windows 7 wont boot.Can someone help me fast.

I want to format my Windows 7 and add Windows XP,but it's pointless.
I want to do that cause my PC has some really low Rating stuff.
So,I made my USB bootable and I have my WinXP in it,but when I restart the PC,It only starts my PC normally all the time.I've been trying to solve this but it's impossible for me.
What should I do ? Windows 7 aint gonna boot.

To change boot device order is a BIOS/UEFI option
or many Motherboards allow a one time boot choice if you hit correct Function key during start up such as :-
F12 (Dells)
F11
F8
without precise motherboard info no one can give definite advice

Are you trying to dual boot XP & Win 7 ?
another choice is run XP in a virtual machine on Win 7
(although most virtual machines emulate an obsolete PC with low spec 2D graphics)

Using GParted Linux partition Manager you could make space (shrink Win 7 partition) for a new Windows XP partition.
XP install would break Win 7 boot manager so you need to keep Win 7 DVD or USB handy to repair Win 7 boot manager

what instructions are you following to make bootable USB XP ?
(probably easier to use XP CD)
