Windows 8.1 flickering black screen on boot with cursor // unable to access safe mode

So, I downloaded some custom themes for Windows and it replaced some of the system files. But, when I went to play Squad (video game) it said something like: EAC Launch error "untrusted system file" explorerframe.dll so I knew that it didn't like it so I opened command prompt and typed in sfc /scannow to fix the "corrupted" files. It said that it had successfully fixed them and I needed to reboot, so I did that. As I watched it reboot it came up with MSI logo and then the black screen, I moved my cursor and it appeared but then it started flickering. Then, I restarted my computer thinking that it might need a couple of reboots but the same thing happened. I got no "Windows has failed to start" or anything like that, so I started to panic. I restarted and restarted until I finally reached that error screen. I entered command prompt and did the did the scan again, it said it had found and fixed corrupt files. Once again, I restarted my computer and AGAIN a black flickering screen. I restarted and restarted till I got to the windows error screen and went onto the safe mode option which then restarted my computer. I then had a load of options one was safe mode so I pressed the correct F (whatever number it was) but nothing happened, then I noticed the LEDs weren't on, my keyboard wasn't even on. After like 1 min my computer switched off. I did this about 4 times and I gave up. What am I supposed to do?

look at step 5 here and run the command in a command prompt with admin rights, and then run SFC again as I bet it finds files it can fix. DISM fixes the windows image file so if the theme had replaced the system files that SFC uses to compare/fix installed files, running it again after DISM may fix the problem.

I never had win 8 but if reset is the same was win 10, there are 2 kinds. Keep files/settings - this saves anything in library folders and logins, or wipe it all. Both reinstall windows like new again but it removes all programs so you would need to reinstall them again

Update the BIOS exclusively, not windows.

I can't seem to access it since Windows loads almost immediately

You know the key to get into the BIOS? If so, right when you restart, as the screen turns black, just spam out that key as many times as possible until you see the BIOS come up.

And nothing? Try a few more times. If not, there should be a way to get into the BIOS via reset button, but i'm not sure if your computer is new enough for that. What are your system specs?

I have got into it finally

My specs are:

MSI Tomahawk Z170 Motherboard (MSI Fast Boot enabled)
i7 6700k
Geforce GTX 1070 Extreme Edition
Some cheap HDD from my old computer which seems fast

Disabled fast boot and the same happened. :/

Go to your motherboard manufacturer's website, go to support, then punch in your mobo's model number, then look for the BIOS and download it (the version you use on the thumb drive). Once you download it, put the file in the thumb drive, then go back into the BIOS and look for the bios update utility to update the BIOS.

Okay, so I've downloaded the latest BIOS version and put it on my thumb drive but I cannot find update utility.

Okay, I have updated the BIOS and rebooted the computer and still the same problem...

I wonder if dism would fix it since its unlikely the files replaced were added to image as well.

is there anything on C drive you want to rescue? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

Might be best runnning a reset though means reinstalling all programs again. Can keep files/settings

Right, sorry I haven't responded I sort of gave up. Thank you all for your replies and time.

I (we) do have the original Windows installer and I have Ubuntu installed (would that help?) My uncle built my first PC, which he installed Windows on it, then I built my own and put the old hard drive in the new (which obviously had Windows on it). Right now, unfortunately, my uncle is in Scotland and he probably has the Windows DVD since heinstalled it, but I'll have a look.

By "reinstalling" do you mean it installs them again? Or basically wiping them?

Yeah, I probably have but It worked fine when I replaced the files with the custom ones, when Windows did the scan I guess it messed them up and killed Windows.
