Windows 8.1 is using 8GB of ram and this is from a fresh install of W8.1 also!

I have no programs i downloaded and this is a fresh install of windows 8.1. All i downloaded was the Updates and nothing else. How can i fix this? It is using a constant ALL THE TIME 8GB of ram and i mean 8GB of ram exact at all times.

open the task manager ( Ctrl + Alt + Delete ) or right click on taskbar .
and see which app or background process hogging your memory

None. The most memory consuming process is 1MB of ram. And of course i tried this already that is the first thing i did.
