Windows 8.1 says I dont have permission to access the files on my desktop??

I have windows 8.1 and I just started noticing the last few weeks that when I try to unzip a file to my desktop or try to use one it says I dont have permission to access that file. Ive tried everything. Starting zip and rar in admin mode, Taking ownership, I even went into permissions and made a everyone account and gave it full access and it still keeps telling me I dont have permission to access the files and folders.. I even did a registry tweak where it gives winrar and zip folders admin rights completely.. I really dont want todo a refresh

If it looks like it needs a refresh, smells like it needs a refresh, acts like it needs a refresh, then most likely it needs a refresh.
But make sure you back all your stuff up and do a complete refresh where you choose not to keep your stuff (for best results)
