Question Windows 8.1 Tray Notifications disappeared ?

Hi,
Few days ago simultaneously I stopped getting notifications from google chrome and discord desktop app on my PC.
I didn't change anything in those programs (and I checked the settings and notifications are on) and I only hear the sound in discord that I have a notification but it doesn't show above system tray. I assume it's not the programs fault but something with windows or something blocking it? Disabled AV - didn't help.
I do have notifications from telegram app tho...

Right click an empty area of the Taskbar.

Check the configuration settings.
