Windows 8.1, Windows update, UAC, Hidden Folders, Reset sometimes on reboot

My computer is running fine, but sometimes when i turn it off and turn it back on windows update is turned back on, User account controls are on, and hidden folders are on. I dont know why or how they are getting turned back on. Also this happens every time a hard reset is preformed. Can any one help?

This is not an automatic reboot. Its when i reboot it.
