Windows 8.1 won't install

Hi, i can't install Windows 8.1 on my PC. It's stuck on the windows logo and the spinning dots. I let it do its thing for an hour but its still stuck 🙁
Any help?

My PC is a HP Pavilion t3320.de
AMD Athlon 64 x2 3200+
1GB RAM
ATI Radeon Xpress

Are you installing windows 8 32bit? ... because 64bit requires 2gb ram minimum.

Yes. Im trying to install Windows 8.1 32 bit.

Try again from the very beginning.
1. Download a full version of Windows 8.1 .
2. Create a bootable USB flash drive or DVD.
3. Boot the OS with USB flash drive or DVD.

I already have a bootable Windows 8.1 DVD and USB that i know they work on other machines. I tried to rewrite a brand new iso on the USB drive but it still won't boot into setup.
