Windows 8 background black and start menu icons gone and tsk at icons gone

PLEASE HELP! I accidentally permanently deleted all my files and now I have a black background no start menu icons and no tsk bar icons, I don't have a system restore save because my pc didn't save it automatically and I can't right click on the start icon to bring up run and all that. PLEAS HELP Ive been crying for the last half an hour!

What exact did you do to accidentally permanently deleted all your files?

Well, I was moving all my files (apart from the windows file) from my SSD to my new Hard Drive and so i still have all the files but it only copied them from my SSD rather than moving them. So I deleted the files that were taking up space (as I was running on about 15Gb-10mb : it fluctuated) in my SSD thinking it would work on my HDD.
