Windows 8 Refresh option wont show up on bootable USB ?

So a family friend came to me with a laptop of theirs which has a corrupted Operating system on it and the only issue I can really think of to sort it out is to Refresh the OS so they can still keep some of the files. But there's a problem when i boot up the Laptop and it loads up the USB it does not show the option in Advanced options to refresh or reset completely ! I'm completely confused and have not been able to find anyone having a similar issue, I have a video link to show what exactly I am on about to make it easier,

I feel like I am missing something obvious but i can't quite put my finger on it, iv tried all the other option to see if it would fix the issue but it has not.

It seems it can happen if the recovery partition is marked as disabled
