Good day everyone, i am hoping some of you have some suggestions to this issue.

On EVERY active window, (does not matter what it is - windows explorer, every internet browser, photoshop, sql server, etc.) It does not matter the program - The viewport of any active program will randomly, occasionally and rapidly scroll to the bottom of the window, then back to the top. When it does this, it rapidly scrolls the page maybe 5-10 times within a second. Sometimes while holding control (to copy or to paste) on a web browser it will zoom in or out using the scroll feature.
It will scroll randomly / horizontally even if you are in Excel / Office 2007 where you have the settings tabs at the top, if your mouse is over those tabs you can scroll horizontally with the wheel.
I used to repair computers and the only time i have ever seen this type of behavior is with a type of spyware or a program that hides in the background and takes screenshots. Keylogger / Screenlogger.
So.. i have been looking for one, but without success. I used acronis to restore to a couple week old backup i created when i got the computer, which did not fix the issue. I know i was not having this issue prior to creating that backup. There are many people with physical access to my computer and it is more probable that someone has installed / reinstalled this illusive software. (i usually lock it, but sometimes you just forget to ctrl + alt + delete + enter before walking away)
I have Windows 8.1, and have tried AVG, Avast, Malwarebytes, Ccleaner, a few others, i have checked some registry keys list (i dont have a full understanding of registry keys and finding keys that are out of place) Windows startup is very minimal and I see nothing starting up with the computer that is out of place. I have scanned for rootkits with no success.
I uninstalled and reinstalled the USB mouse driver thinking it could be hitchhiking on the mouse control. I never use the mousepad and always have a usb mouse plugged in. Computers come with software installed that controls the stock mousepad. I do have it set to disable when i have a USB mouse plugged in.
Any advice appreciated..I am not sure what else to try out. im going to be bald soon!
