Windows 8 to 8.1 my CPU Usage went through the roof

Hey i Got this problem with my PC/desktop
After i installed the update From Windows 8 to 8.1 my CPU Usage went through the roof
When i am running applications/programs my cpu use So mutch on them that when i am
Gaming i get Huge Lag spikes and FPS Drops. so i updated all my drivers and it didn’t help scanned an checked my pc from viruses didn’t find one. And still didn’t help it's not any specific program all programs are stressing my CPU... and i don’t know what the problem may be.

CPU: Intel Core i5 4690K
Graphics Card: XFX Radeon R9 290 4GB GDDR5
Memory: Hyperx Fury 4GB 1866Mhz x4 (16GB)
CPU coller: Silverstone TD02
Hard Drive: Kingston V300 120GB SSD.
Hard Drive 2: WD Green 2TB
Power Supply: Corsair RM850 850W

Excluding the option of malware and the like - it sounds like you have a peripheral problem. Do you use a mouse, keyboard, or other device that requires software? Check those for updates. Uninstall the proprietary software and reinstall the latest version. Then get back to us.
