Windows blurry when moving and mouse is jittery

Basically as the title says but I'll clarify a bit...
It seems like my desktop is running at about 30fps when I move my mouse. The pointer seems to flicker as opposed to a smooth motion. Same with dragging windows around, all the text gets blurry.

I only noticed this when watching a random tutorial on Youtube that was recorded at 60fps and dragging windows around looked so smooth compared to my desktop.
My refresh rate is definitely set to 60Hz and I have no trouble gaming or watching videos so I'm guessing it's a windows problem. I have all the latest drivers and no shortage of power: 4790k, 2x970, 12GB ram and an ssd.
I don't think it's a mouse problem either as it's the same jitteriness when using my Wacom tablet. The weird thing is that it 'seems' to be ok when inside some context menus such as the right click on the Windows start button, but I could be wrong.
I don't have any issues with latency (drivers, etc) either..
 


Do you have somekind of overdrive set on your monitor? I had mine on Extreme and it caused this same thing, Put it back to Normal and all was well
 
I thought about that, I even tried it and it didn't make a difference. But as I said, I can watch 60fps on youtube (other peoples desktops) and it looks lovely and smooth. It's my desktop/windows that seems to be the problem
