Windows Boot Up Freeze

Hello everyone I’m in drastic need of help! A few weeks ago my computer abruptly shut off and started the windows automatic repair loop. I e tried dozens of ways of fixing this and nothing worked. I decided I’d re download windows, so I bought a new ssd. However, a new issue arose and it won’t even boot up without freezing on the windows logo and black background. My dad took the PC to work, and the technician said that I may need a new motherboard. Therefore I bought the same kind of motherboard (ASRock Z270 Killer Sli/AC) and re plugged in all of the cables to the headers. The computer will turn on and the hardware lights up, but I still have the same issue! Can some one please give me a solution!

did you reinstall windows?
if yes how?

I’m not able to reinstall windows, I can’t even get past the boot up screen.

Just create a bootable usb from another PC using the windows media creation tool and install them from there.
