Windows booting errors

First let me start off with my specs.

AMD Athlon 860k Cpu
Gigabyte a88x sniper mobo
G.Skill Value 16gb 8x2 RAM
(New) Hitachi 2tb HDD
LG optical drive
Corsair CX 600W Psu

Okay I had an old hdd that would not boot windows after about 6 months. So I replaced the drive and within two days the same thing happened on the new drive, but it was when Windows was installing over 130 updates (While the first time was after I cloned a drive using Macrium Reflect). Then a week later when I felt like fixing it I went crazy typing in commands in the prompt and I tried to refresh windows and it worked. I'm currently trying not to use my PC becuase I'm afraid this might happen again. But my question is what component do u think is the issue, I personally think it's the power supply because the chances of it being the new hdd are slim. But I have tk also consider the mobo and the memory until proven otherwise.

I can't check anything right now because I am not home. But could this possibly be a big conwinsidense. Because I have read about this happening to other after windows updates itself. And if the problem is the psu would a voltage test show the status of the component. And if all the voltages come out as they should can I rule the psu out.
