Are you doing a clean installation? or upgrading it?
A clean installation
1. Try writing zero to t he drive using GWSCAN 5.12 or similar program (Burn the iso to a CD) and then try installing windows again
2. Try burning a new diskette of windows CD
3. Try installing windows on a different computer to understand if the problem is Hard Drive related or a mere CD problem

I would remove the hard disk and slave it to another machine so you can run Checkdisk with the /r switch to find and fix any errors. I base this on the possibility of some bad sectors those files were trying to land on.

Sadly I don't have any other machines to test on right now
