Windows clutter on c: drive

Ok my problem is that the drive where my OS is installed always gets cluttered and I have no idea how it happens, I uninstalled everything I didn't need, ran ATF and CCleaner, deleted temp in both appdata and windows folders and I still have only 4 gb left out of a total of 65.

I managed to contain this issue on my PC but on my laptop its unbearable because of all the clutter that you have to install for it + work related * like microsoft office.

The most annoying part is that I made the mistake of installing office once on the C: drive and after uninstalling no space was freed up.

So yeah, I tried googling this for ages but either I have no idea how to search or there isn't much information on this but any ideas on cleaning stuff up?
 
Ok I used windirstat and found out that windows assigned 8 gb of virtual memory, reduced that to 500 mb, but the main culprit was the winsxs folder which managed to reach almost 16 gigs.

So after a quick google I used the windows cleanup utility to remove old update files but it only deleted about 6 gb from the winsxs folder, but can I safely delete whatever else is left there? Or at the very least all the stuff that begins with amd64?
