So my window is not starting correctly now i did many different things and i was trying the regbavk method in which you copy the files from regback and put them in config folder so i ran the following commmand
C:
Cd windows /system32
Cd config
Cd regback
Now from what i have seen on youtube they have 0 byte files like default etc in regback folder but when i run dir to see it there is nothing in the config folder there is also backup and backup1 file just so you known plz reply quickly so i can fix this problem

Windows 10 (I believe version 1803) did away with the contents of the Regbak folder being a back up of the registry you were trying to access. While the folderis still there, the backup files still exsist in ver 1803, but are empty (0 bytes), while the folder is empty in ver 1809. Further previous versions of Windows XP-7 used to have a "Boot from last known good configuration" as a boot option (which included a backup of the registry) but was done away with in Windows 8. This utility would be a huge time saver for many issues (make that God send), but MS apparently decided it wasn't necessary.

If you have a backup of the Registry (it will a .reg at the end), you can import the backup into the Registry from either safe mode or Windows Recover Environment https://docs.microsoft.com/en-us/wi...-environment--windows-re--technical-reference. From Safe mode type regedit in the run box click the File tab> Import and direct the Import box to your pendrive with the backup file, click open and the registry should be changed back to when the back up was made. If you use the Windows Recover Environment, click on Troubleshoot and follow the headings to the command prompt. Once at the command prompt, again type regedit and follow the previous instructions for safe mode.

You don't need one. See if you can Boot your computer normally into safe mode press f12 when you see flash screen at the beginning of the boot process or use the link I gave you to access the Windows Repair Environment, which will allow you to access safe mode or a command prompt.
