Windows Desktop Icons and Taskbar Constantly Keeps Refreshing

I'm not sure if many of you have this problem but I've encountered this problem last night. Every 5 minutes or so, my taskbar and desktop would refresh itself.

I've tried googling some similar problems and have found no solution that works for me. I am also currently using a dual monitor setup on my GTX 750ti (it has 3 video outputs) and last night I used all 3 to do some testing - that was when the error occurred.

Hello again, as of right now, the problem keeps getting worse. As I played Counter Strike, my sensitivity in game would change randomly and this makes everything unplayable. So if you have any suggestions on how this glitch can be resolved, I'd appreciate it if someone could give me something, thanks!
