Windows doesn't boot with quad core

Hello! So the thing is. I currently have an Intel Core 2 Duo E8400 installed and 64 bit Windows 10. I want to install my other CPU - Intel Core 2 Quad Q9400. With the Q9400, 32 bit OS works, but none of the 64 bit OS work. Not a single one. So I installed my E8400 back and 64 bit Windows booted up just fine. Then I replaced the CPU again and this time It booted up into 64 bit OS. But in system properties it still showed the old CPU (E8400) but CPU-z recognized the Q9400. BUT it only used and detected 2 cores out of 4. So I rebooted and it got stuck at the blue Windows flag again. I am going to add a screenshot as well.

My specifications:
MB: Asrock G41M-VS3 R2.0
RAM: Apacer 2x 4GB 1333mhz DDR3 in dual channel mode
CPU: Intel Core 2 Quad q9400 / Intel Core 2 Duo E8400
GPU: Onboard / Nvidia Geforce GTX 750 Ti
HDD: 250GB Seagate SATA II (I think)
PSU: 500W

I think we are all slowly coming to the conclusion the motherboard does not like the CPU, so I would say the CPU Q9400 has an issue, only way to prove motherboard isn't bad, get another Q9400 cpu known to be functional and try again. if it runs fine then the cpu you have has a bad something in it making it act out..

Thanks for answer! I am not re-installing my OS. I just swap the CPU. I also tried clearing CMOS.

My BIOS detects the CPU. I am not able to install a 64 bit OS with the Q9400. I can only do that with the E8400. But that time when the pc did boot up it only used 2 cores out of 4. What could that mean? Should I upper the voltage?

you just say up you " I am not re-installing my OS." you confuse me :S

put windows 10 on usb clear CMOS put the new cpu and install and format SSD/HDD drive

I have already tried to re install windows. It will simply not load. It gets stuck at windows logo. So i am not trying to reinstall anymore but i've tried it. I was only able to install 32 bit windows 10 with quad core. But i need 64 bit. So long story short Windows(any 64 bit version) doesn't boot with my quad core.

All pins on the socket are fine. Anyways when i installed the E8400 again i went to msconfig and limited the system cores to 2 and now the Windows starts using the Intel core 2 quad BUT using only 2 out of 4 cores. Now in system properties i can see my real CPU.

Seeing as both the E8400 and Q9400 processors require BIOS version P1.30 in order to run, updating the BIOS wouldn't have done anything, unless you were somehow running a previous version BIOS. That said, as The Paladin states, Windows doesn't care what processor you have installed.

I'd try creating new media using the Windows 10 Media Creation Tool and try installing from that.

Okay I will try to create a install media with Media creation tool. Next week I'll take the CPU to pc repair shop to see if it runs with another motherboard. Then I can see if it is faulty or is the motherboard bad.

So i tried to install with media creation tool and nothing. I partitoned my HDD and installed 32 bit on the other partition. Boots fine on 32 bit and uses all 4 cores. But in order to boot with Windows 10 64 bit, i forced to limit processor count in msconfig to 2. Otherwise it gets stuck at Windows flag.
